The Incredible Hulk was initially supposed to be part of the movie. However, filmmakers decided to shift the focus of the Hulk more over to the plot of Thor Ragnarok instead. By changing the scenery so that the Hulk played in Thor Ragnarok instead of Captain America Civil War, the movie was more consistent with the civil war comics. Neither the Incredible Hulk nor Thor appeared and either the civil war comic books or the civil war movie. Filmmakers chose a different character to illustrate the theme of destructive power so that the Hulk could be in Thor Ragnarok instead.
